The following letter was delivered to the Township of Upper St Clair by the homeowners association on January 25, 2010.

Dear Mr. Serakowski,

We are writing on behalf of the Deerfield Manor Homeowners Association to complain about two issues related to the behavior of Thomas Homes in the Deerfield Manor neighborhood.

Issue #1: Thomas Homes, Inc has violated erosion and sediment control regulations in the Deerfield Manor neighborhood. The enclosed pictures, which were taken today between 3:20 and 3:40 pm, document these violations at seven locations:

  1. Corner of Hollow Tree Drive and Redfern Drive (picture 1, picture 2),
  2. Across from 1391 Hollow Tree Drive (picture 1, picture 2),
  3. Across from 1230 Turnberry Drive (picture),
  4. Across from 1190 Turnberry Drive (picture, picture)
  5. Corner of Turnberry Drive and Merry Oak Lane (picture, picture, picture)
  6. End of Turnberry Drive (picture, picture), and
  7. End of Merry Oak Lane (source, picture, picture) and (destination, picture).

At each of these locations, soil runoff from properties recently cleared by Thomas Homes was observed running into storm drains.

Issue #2: Thomas Homes, Inc left piles of wood chips in the middle of the street on Redfern Drive near its intersection with Hollow Tree Drive (picture 1, picture 2).

We request that the Township of Upper St Clair be more vigilant about ensuring that Thomas Homes, Inc complies with all relevant regulations, ordinances, and laws as it develops its property in and around the Deerfield Manor neighborhood. This kind of behavior is simply unacceptable.
